La`i Loa
La`i Loa, located at the corner of Okolani Drive and Wailea Alanui is a 13-acre community, currently under construction, that will be home to 75 condominiums in 15 buildings. This community is thoughtfully designed along landscaped terraces with approximately 3 acres of open space, an amenity center, and a unique archaeological Preservation Area. The archaeological Preservation Area has been identified in the ephemeral stream of the open space and the State Historic Preservation Division (SHPD) has given this site a SIHP number of 50-50-14-5676. The site is comprised of seven features consisting of a series of temporary habitations, petroglyphs and lithic quarries. Ledcor Maui is facilitating the following proactive initiatives, protective measures and voluntary work:
Cultural initiatives
Preservation Area Protection Measures – Concern for the immediate, ongoing, and perpetual protection of Site #5676 is of paramount importance. Ground altering activity on site was monitored by archaeological monitors from Āina Archaeology and a detailed controlled rock blasting (CRB) plan was designed around the protection of the Preservation Area.
Cultural Protocols – Going above and beyond standard construction practices, surface pōhaku associated with known features and inadvertent finds were not dismantled by machine and instead carefully taken apart by hand and will be used to construct an SHPD-approved buffer wall for the Preservation Area in accordance with traditional dry-stack wall building techniques. Furthermore, to address deeper cultural concerns, a trained Cultural practitioner was on site during the CRB period to conduct protocols following each blast over the entire project site, including the CRB area, the Preservation Area and visual inspections of the petroglyphs for the cultural and spiritual safety of all involved.
Future Plans – As part of the project plan, portions of the 3 acre Open Space area will be returned to Native plant species traditionally suited to the Leeward Haleakala dryland coastal zone. An additional archaeological pedestrian survey was undertaken in the Open Space for comprehensive mapping. Working with SHPD, OHA and the local community, we will continue to ensure perpetual protection measures are followed and create educational opportunities for the Preservation Area.
Construction updates
Anticipated completion of La`i Loa is summer of 2024. Please check back for periodic construction updates.
- Buildings 8 & 9 completed in mid- March followed by Building 1 in April 2024.
- The Amenity Center opened in May 2024 after a Hawaiian blessing of the new gathering place was held on April 26, 2024
- The remaining four buildings are under construction with the installation of mechanical, electrical and plumbing underway.
- Landscaping works continue to be installed in conjunction with construction. The landscaping is filling in nicely with an assortment of beautiful colors.
- First homes are completed and happy homeowners are moving in.
- Interior finishes in two different color schemes, Elepiao and Iwa, are coming together beautifully in the next phase of buildings in sequence to complete and turnover to new homeowners.
- Landscaping plantings throughout the first phase of buildings is quickly growing and bringing the areas bright pops of color.
- Roofing and related works 90% complete.
- Amenity Center construction and works are progressing well.
- Sidewalk improvements along Wailea Alanui and Okolani Drive are underway.
- Building exterior final finish color is being applied.
- Framing has begun on Buildings 1 & 2 and is substantially complete on Buildings 5 – 15.
- Roofs have been installed on Buildings 7 & 8, 10 – 15 and underway on Buildings 5 & 6.
- Utility installation has reached some major milestones:
- Installation of the switch gear and transformer equipment of the primary electrical power throughout the property
- Hawaii Gas meters installation has started
- Mechanical, electrical and plumbing rough-ins is complete in Buildings 11, 12, 14 & 15 and currently underway in Buildings 10 & 13.
- The Amenity Center pool & spa walls and floors have been formed and placed with finishes to follow at a later date.
- Installation of landscaping irrigation and topsoil continues. Clearing of overgrowth and debris removal in the gulch area within the Open Space is underway, to be completed this Spring.
- The main road curbs/gutters and asphalt works are being installed throughout the site.
- Roofs are being installed on Buildings 11 & 12 and is progressing on Buildings 14 & 15.
- Mechanical, electrical and plumbing rough ins are well underway in Buildings 11 & 12.
- Framing is complete for Buildings 11, 12, 14 & 15 and is in full swing for 8, 9, 10 & 13.
- Concrete footing foundations and elevator shafts are in place for all residential Buildings.
- Underground utility installation is approximately 90% complete.
- The Amenity Center and associated pool works for foundations and equipment rough-ins are currently being installed with careful consideration of the sensitivity and protection of the nearby Preservation Area.
- The landscaping installation along Wailea Alanui Drive is complete and filling in nicely.
- Mass excavation is more than 90% complete
- Underground utilities and services are being installed
- Concrete footing foundations are being placed
- Vertical masonry construction at parking level exterior walls and elevator shafts is ongoing
P.B. Sullivan is anticipated to start groundwork and the rock removal process, including controlled rock blasting, in July. It will take approximately two months to complete the controlled rock blasting work. There will be only one blast per day, lasting less than a second, at approximately 3:45pm. Surrounding neighbors within 1500 ft. of the controlled rock blasting area have been notified as per Wailea Community Association requirements. - The site has resumed preparing for the blasting process, with core drilling and general grading. It is anticipated that that first blast will happen Friday July 23rd.
- As per previous communications, the controlled blast will be timed for 3:45 pm and will occur at the same time, more or less daily over the next 2 months – except for weekends and holidays.
